Middlebrook sidewalks stalled

By Ann Sheek - The sidewalk project along Middlebrook Drive was postponed by Clemmons Council on Monday night, in order to decide on hiring an engineering firm to for surveying and engineering services.
The proposed sidewalk construction will be built with some $130,000 grant money from N.C. Department of Transportation and $40,000 from village funds.
Village manager Gary Looper informed council that bids were let on the engineering services and the firm of Alley,Williams, Carmen and King Inc. of Kannapolis bid $24,700 to assist the village in the planning and design.
The village attorney, Warren Kasper, studied the contract and said it “was an open-ended contract with an hourly rate.” Kasper advised this could escalate additional costs of $6,000.
Councilman Jim Hayes said “And we will end up with less footage on the sidewalk.”
The proposed sidewalk will be built on the west side of Middlebrook Drive, and public works director Larry Kirby said he expects this to be between 2,000 and 2,500 linear ft. long and five-feet wide.
“I expect it will be built from the intersection of Clemmons Road to Castleton Drive,” said Kirby. “I had hoped it would run all the way to Waddington Road, the entrance to Clemmons West.”
Looper said several other towns in the area have used this engineering firm for similar services, including Rural Hall. Kirby added that Rural Hall was charged $30,000 by the firm for a similar sidewalk design.
The manager instructed the council that this design and survey work is “a time intensive issue and needs to be sublet out. This grant money demands a lot of requirements. It will take me more than two weeks to sort this out.”
Councilman Hayes added “We have already committed to this grant and will have to ride it out.”
North Lakeshore Speed Limit
Council unanimously approved in a 5-0 vote an ordinance to reduce the speed limit on North Lakeshore Drive to 25 mph. This was in answer to a petition from at least 75 percent of the dwelling units on this street requesting this speed reduction.
The new speed limit went into effect on the date of adoption, July 10, 2006.
Council Buys Knuckle-Boom Truck
Purchase of a new knuckle-boom truck for the public works department was unanimously approved by council in a 5-0 vote. Three bids were submitted and the budget for such a truck was $115,000.
Carolina Environmental Systems Inc. in Kernersville submitted the lowest bid at $114,806, and was awarded the bid.
This truck chassis is expected to be delivered by Christmas, Kirby said, and the remainder of the vehicle will be delivered next March. The truck will be used in the village stormwater management services.
New Office for Law Enforcement
Council is considering a contract for renting office space for the Clemmons law enforcement officers on the corner of Lewisville-Clemmons Road and Peace Haven Rd. for three years. The address would be 2265F, and is owned by Dortha E. Chappel, with the leasing firm being Lowder Property Management.
The annual lease would be $13,095, with a monthly installment of $1,091.25. Water and sewer rates will be included in the monthly rate. The village would pay for the electric bill and janitorial services.
Some remodeling of the office space will be required, Looper said. He added that this will be done by the village public works department.
The need for more office space for the officers was discussed at the spring council retreat. The officers requested more visible frontage space and a place that would be easily exited on emergency calls. There will be one telephone line and one FAX line, but the numbers will be unpublished, Kirby said. There will be no set hours at this office.
Councilman Chris Jones requested a postponement on signing the contract until the next council meeting on July 24, in order to study the contract more thoroughly.
