Five public hearings on Lewisville agenda

By Summer Smith - Five public hearings are on the agenda for the Lewisville Town Council’s regular meeting. The meeting will begin at 7:30 p.m. on Thursday, July 13 at the G. Galloway Reynolds Community Center.
The council will consider changing the term expiration dates of the Lewisville Planning Organization, which includes the Planning Board and Zoning Board of Adjustment, and the Willow Run Municipal Service District.
The proposed change would move the term expiration dates from December 31 to March 31.
Amendments to the town’s Temporary Sign Ordinance will also be discussed. The amendments were suggested by the Sponsorship Policy Rules and Review Committee and then forwarded to the Planning Board, which recommends approval.
Under the proposed guidelines, groups holding non-town sponsored events on town property will be allowed to display one 32-square foot freestanding sign per road frontage and one 32-square foot freestanding sign bearing the name of the event and its organizers and/or sponsors on town property for promotional purposes.
Another proposed amendment increases the allowable size of political signs from 240 square inches to 340 square inches.
Two public hearings will address amendments to the Unified Development Ordinance (UDO).
The first hearing will cover changes to requirements for sidewalks, trees, greenways and walkways. If approved, the new requirements will stipulate that sidewalks be constructed at a 2:1 ratio (two feet of new sidewalk for every one foot of major roadway within new major subdivisions) instead of the current 1:1 ratio; that conventional subdivisions and PRDs (planned residential developments) provide sidewalks, greenways and bikeways; and that PRDs install center traffic islands on streets at least 24 feet wide and with an uninterrupted distance of 750 feet or more.
The second hearing will address the requirements for roof pitch in the LD1 and LD2 zoning districts. Council will debate changing the preferred roof pitch requirement from a 12:12 ratio with a minimum pitch of 8:12 to a preferred pitch between 8:12 and 12:12 with the minimum pitch being 8:12.
The goal of the change is to keep roof pitch and building scale in proportion to each other.
Pebble Brook Subdivision
A revised site plan for the Pebble Brook subdivision will also be on the agenda. The original site plan was presented and approved at council’s May meeting. It showed a stub street connection between the subdivision’s primary street and neighboring Damon Drive, a dead-end street containing 12 homes.
The new site plan does not show the stub street connection.
Action Taken During Briefing
Council took the following action during its briefing meeting on July 6:
A request from Forsyth Country Day School to withdraw a rezoning petition for 470 Sunset Ridge Drive was approved 7-0. School officials had submitted a request to change the zoning from RS-9 to RM 12-S with the intention of adding on to a house on the property. The house was to be converted into a dormitory.
Officials decided to withdraw the request when they discovered that the land would not perk.
Council voted 7-0 to extend its contract with Land-Tek for one year. Land-Tek provides various grounds maintenance services for the town. The contract is in the fixed amount of $20,100.
