Lewisville Council chooses planner for Warren Park

At its briefing and action meeting on June 1, the Lewisville Town Council awarded a contract for the planning and design of Jack Warren Park.
By a vote of 6-0 (Councilman Mike Horn was absent), the firm of Hayes, Seay, Mattern & Mattern, Inc. (HSMM) of Raleigh was awarded a contract not to exceed $16,000. The contract will expire no later than September 14, 2006.
The Parks, Recreation and Cultural Development Board reviewed proposals from six firms before recommending HSMM. Town Manager Bob Greback informed council that HSMM came in with the lowest bid, and the Parks & Rec Board could find no noticeable differences between the work of HSMM and the other firms.
Per the contract, HSMM will provide a variety of services including: developing a detailed site plan and site analysis; developing a program description which identifies the main purposes of the park; developing a list of physical needs (buildings, recreation facilities, roads, utilities) to be located on the site; and developing a list of cost estimates for the recreational facilities.
The firm will also hold several meetings with the Parks & Rec Board and the general public to elicit input for the plan. The meeting schedule is as follows:
Meetings with the public will be held on Wednesday, June 21 and Wednesday, July 19, at 6:30 p.m. at the fire station.
Meetings with the Parks & Rec Board will be held June 12 and 26, July 10 and 31, and August 14 and 28 at 6:30 p.m. at Town Hall.
The final architectural design for Jack Warren Park is scheduled to be presented at the Town Council’s regular meeting on September 14.
During the briefing session, the council also set its agenda for the June 8 regular meeting.
A public hearing on the Fiscal Year 2006-2007 budget tops the agenda. The proposed budget maintains the town’s tax rate of 17.7 cents per $100 valuation of property. Ad-valorem property taxes are expected to yield $1,890,000 in revenue for the town. Sales tax is expected to yield $575,000 in revenue.
The town’s revenues and expenditures are both projected at $3,429,677.
In addition to approving the budget, council will vote on creating capital reserve funds for two major projects. A fund for the construction of a new municipal building and another for construction of sidewalks are each slated to open with $150,000.
The town already has capital reserve funds for the Great Wagon Road right-of-way and its stormwater plan.
Other items on the June 8 agenda include: a resolution dissolving the Sponsorship Policy & Rules Review Committee; approval of grounds maintenance contracts with Land-Tek and Zeke Mock; and the setting of five public hearings for the July 13 meeting.
The Lewisville Town Council will meet at the G. Galloway Reynolds Community Center at 7:30 p.m.
