The $4,032,540 budget, as proposed, maintains the current property tax rate of 17.7 percent. Major programs and projects for the coming fiscal year include the development of Jack Warren Park, construction of a greenway linking Warren Park and Shallowford Square, construction of a new municipal building, an intersection study for Shallowford/Williams Roads, continuation of right-of-way acquisition for the Great Wagon Road, development of a forms-based zoning code and initiation of a storm water program. The council will closely examine the budget during a series of workshops over the next two months. The final draft is scheduled for a public hearing and vote on June 14. Other Presentations Margaret Bessette of the City-County Planning Department presented an overview of the Winston-Salem/Forsyth County Parks and Open Space Plan. The overriding goal of the plan is to provide a provide “a system of parks, preserved natural areas and recreational opportunities which improve residents’ quality of life” throughout the county. The plan gives a needs assessment, facilities inventory and general recommendations for all municipalities in Forsyth County. Clemmons and Rural Hall have already adopted the plan, said Bessette.
